Syria Strikes
PM Netanyahu confirmed on Tuesday that Israel had carried out a military strike in the Syrian Golan Heights the night before. Syrian state media reported that Israel shelled targets in the deserted town of Quneitra, just over the border from the Israeli Golan.

According to another Syrian news outlet, two officers in the Iranian Revolutionary Guard Corp were killed in an Israeli airstrike in the Quneitra area.

Israeli military reporters were told that the strike targeted Iranian-backed Shiite militiamen trying to set up a base of operations near the Israeli border. The tank shelling was also meant to serve as a warning to Syria and other Iranian proxies that Israel would not tolerate Tehran’s efforts to establish a permanent military presence in the Syrian Golan.

The PM, on his way to an international conference in Warsaw to discuss Iranian activity in the Middle East, said, “We are working all the time to block Iran. We operate every day, including yesterday, against Iran and its efforts to entrench itself in the region.”

The Syrian army has reportedly sent reinforcements to the border area.

Terror Support
Lebanese Prime Minister Saad Hariri indicate that his government would allow Hezbollah to keep its weapons. Under UN Resolution 1701, which ended the 2006 Second Lebanon War between Israel and Hezbollah, Lebanon committed to disarming the Iran-backed terror group.

But as Hezbollah is a major force in the government and has the most powerful armed force in the country, it doesn’t seem like the Lebanese PM has much of a choice. Does that make Lebanon a terrorist state that should be condemned, or dealt with militarily by the free world?

Cyprus and Israel
On a recent visit to Cyprus where he met with Cypriot President Nicos Anastasiades, President Rivlin said, “Security ties between our two countries have never been better. Our navies and commando units share space, knowledge and experience.”

Israeli-Cypriot relations have blossomed in the last decade following gas discoveries in waters off both countries. Israeli company Delek has a stake in Cyprus’ Aphrodite gas field, which lies close to Israel’s massive Leviathan deposit. Greece is also a partner with Israel and Cyprus to build an underwater pipeline to carry natural gas from deposits in the eastern Mediterranean to Europe via Greece and Italy. Turkey, however, claims that exploration off the shores of Cyprus infringes on its rights and the rights of breakaway Turkish Cypriots.

Rivlin said that he and Anastasiades discussed expanding the Israel-Cyprus-Greece partnership to include other countries.

UN Ban
The United Nations Human Rights Council has reportedly warned a number of companies in Israel and abroad that they face inclusion in a UN blacklist over their operations in Israeli towns and industrial zones in Judea and Samaria, as well as eastern Jerusalem and the Golan Heights.

According to Yediot Ahronot, the UNHRC is preparing an expanded blacklist, set to be published at the 40th UNHRC session in Geneva next month, over the objections of the US and Israeli missions to the UN. The list is thought to include some major international companies including Coca Cola as well as the major Israeli banks, pharmaceutical giant Teva and military contractor Elbit Systems.

The new blacklist could cause some foreign businesses to leave Israel and could make it more difficult for Israeli firms on the list to secure investment capital from abroad.

Act of Terror
After a thorough investigation, the Shin Bet (Israel’s version of the FBI) has determined that the brutal murder of 19 year old Ori Ansbecher in Jerusalem last Thursday was in fact an act of terrorism.

The terrorist, Arafat Irfayia, 29, left his home in Hebron carrying a knife, say the young woman in the forest and murdered her. He is believed to be affiliated with the Hamas terror group and was previously imprisoned for possession of a knife and illegally residing in Israel. During his interrogation in 2017 he said, “I want to be a Shaheed (martyr).” When the interrogator asked him how he intended to become a Shaheed, he replied, “I will do it again, I will buy a knife again and I will come back here to go to jail or be a Shaheed. I will do anything in order to go to jail. And if you release me, I’ll come here with a knife and I’ll be a Shaheed.”

A gag order has been placed over other details from the investigation.

The Border Police’s counterterrorism Yamam unit hunted down the terrorist, based on security camera footage, and captured him in a building next to a mosque in Ramallah.

PM Netanyahu personally relayed the Shin Bet’s conclusion to the Ansbacher family during a condolence call he made with his wife, Sara, at their home in Tekoa, south of Bethlehem, on Sunday evening. The victim as in the midst of her year of national service.

Terror Payments
PM Netanyahu has promised to implement a law, passed in July 2018, to deduct payments to terrorists from tax money Israel collects on behalf of the Palestinian Authority.

The PM said, “By the end of the week, the staff work necessary for implementing the law on deducting terrorists’ salaries will be completed. Next Sunday. I will convene the Security Cabinet, and we will approve the necessary decision to deduct the funds. Let nobody doubt it, the funds will be deducted starting next week.”

Under the new law, which was sponsored by MKs Elazar Stern (Yesh Atid) and Avi Dichter (Likud), money that would otherwise go to pay stipends to roughly 35,000 families of Palestinian terrorists and their families will be automatically frozen in accordance with the Paris Protocol—without the need for a special approval from the Cabinet.

Holocaust Collaborators
According to a report published by Dr. Efraim Zuroff, chief Nazi-hunter of the Simon Wiesenthal Center, 1,408 Finns volunteered with the Waffen SS Division Wiking, and participated in massacres against “Jews, Civilians and Prisoners of War in Ukraine and the Caucasus Region” between 1941 and 1943 while serving on the Eastern Front.

Zuroff praised Finland for its “willingness to investigate and expose a dark chapter in its history, which had previously never been revealed, is an example of unique and exemplary civic courage… and for their determination to expose the historical truth even if it was painful and uncomfortable.”

He said, “Throughout Eastern Europe, we are witnessing systematic attempts to rewrite the narrative of World War II and distort the history of the Holocaust to hide the crimes of local Nazi collaborators in a shameful manner. In the Nordic countries, the role played by local SS volunteers has never fully been examined. Finland’s course of action regarding the role of local Waffen-SS volunteers is an example of the opposite, one which we hope will be emulated elsewhere.”

According to the report, between July and August 1941, at least 10,000 civilians, over 6,000 of which were Jews, were believed to have been killed by these units. The massacres took place in dozens of locales, including Hrymailiv, Ozerna, Skalat, Tarnopol, Zboriv, Zolochiv and Krivichi.

The report was primarily based on the diaries of 76 Finnish SS volunteers.

US Blocks UN
The US blocked a proposed UN Security Council statement expressing regret over Israel’s decision to end the mandate of the Temporary International Presence in Hebron (TIPH). Kuwait and Indonesia had circulated the draft statement, which warned Israel “to protect the Palestinian civilian population in Hebron” and the rest of the West Bank and stressed “the importance of the mandate of the TIPH and its efforts to foster calm in a highly sensitive area and fragile situation on the ground, which risks further deteriorating, as reflected in the escalating cycle of violence.”

The US made it clear that Israel has the right not to renew the temporary mission.

Syrian Missiles
Satellite images taken by Israeli ImageSat International company and published by the IDF reveal that the Russian S-300 anti-aircraft missile system recently deployed in Syria has become operational and a potentially dangerous challenge to Israeli air strikes against Iranian related targets.

Although the missile batteries have reportedly been operational for almost 4 months, this is the first time the system has been photographed in an upright position. The batteries are still believed to be in the hands of the Russian troops who will continue training Syrian military personnel on their use in the coming months.

The PM’s office announced that the PM will be meeting with Russian President Putin in Moscow in 2 weeks to discuss the Iranian presence in Syria. Netanyahu said, “We will continue to try and prevent Iran from arming itself. This is the main issue I intend to discuss with President Putin.”

Senate with Israel
The US Senate passed the Strengthening America’s Security in the Middle East Act by a vote of 77-23 on Tuesday. The bill allows states to penalize businesses that take part in boycotts of Israel — a clear blow to the BDS movement. The bill also calls on the Trump administration to certify conditions had been met for the groups’ “enduring defeat” before any significant withdrawal from Syria or Afghanistan. It also includes provisions supported by both Republicans and Democrats to impose new sanctions on Syria and guarantee security assistance to Israel and Jordan.

The bill is not expected to pass, as is, by the Democratic controlled House of Representatives because some argue that the right of American’s to participate in boycotts (like BDS) is protected by the constitutional right to free speech. [ But Anti-Semitism is not protected by the constitution ]

Infrastructure Plans
Just 2 months ahead of the April elections, the Prime Minister’s Office has released a report titled “Infrastructure for Growth for 2019” that outlines NIS 196 billion (approx. $54 billion) in investment in infrastructure for the coming years. The report includes 207 projects, either in progress or in the budgeting or ministerial approval stages.

The report includes every infrastructure project estimated to cost more than NIS 100 million that has undergone economic feasibility testing, or that appears in a government decision or in a budget summary. About half of the infrastructure budget – NIS 98 billion – will be financed by PPPs (public-private partnerships).

Included in the approximately NIS 100 billion of investments in public transport are:

• A light rail to connect the central areas of Petah Tikva, Bnei Brak, Ramat Gan, Tel Aviv and Bat Yam at a cost of NIS 16 billion (to be completed in 7 years).

• A light rail line in Jerusalem from the Ramot neighborhood in the north to the Gilo neighborhood in the south that extends to Emek Refaim in the heart of the city. The construction will cost NIS 10 billion and is also expected to take 7 years.

• A new entrance road to Jerusalem from the west, connecting Highway 1 in the Givat Shaul area to the Givat Mordechai interchange on Menachem Begin Boulevard. The road will include two tunnels: one under the Har Nof neighborhood and the other under the Yefe Nof neighborhood. The project will be completed within 4 years and cost NIS 1.1 billion.

• Expansion of the highways leading into Tel Aviv (an addition of three highways to the north, east and south) at a cost of NIS 4.7 billion.

Other projects include:

•  The construction of two combined gas and water turbine power stations totaling NIS 4.8 billion, as a massive overhaul of the electricity market.

• The establishment of a new hospital in Be’er Sheva within five years and improvements to psychiatric hospitals (unknown cost).

• Construction of 70,000 sqm of Ministry of Finance offices at a cost of NIS 700 million, which is expected to be completed within four years.

•  The establishment of Ministry of Defense intelligence complex at Shoket Junction, near Be’er Sheva and the transfer of most intelligence units to that location.

•  Establishment of a facility to recycle energy from waste. The facility will handle 1,500 tons of waste per day and be built within three years.

• The construction of 2,550 classrooms and kindergartens annually by the Ministry of Education; reinforcing 80 structures and making 127-132 schools accessible annually.

Of course, if the elections result in a new government, some (or all) of the projects may not be approved.

Election Update
Former IDF Chief of Staff Benny Gantz gave his first campaign speech as head of the new Israel Resilience Party in Tel Aviv last night.

He said, “The nation is strong, the country is amazing, but an ill wind is blowing. The conflict between left and right is tearing us apart; the clash between religious and secular is dividing us. The tension between Jews and non-Jews is threatening us… The political arena is poisoned. In my view, the current leadership is obsessed with itself, not with you or us.”

Regarding his security plans he said, “We will strengthen the settlement blocs and never abandon the Golan Heights. The Jordan River will remain the eastern border of Israel and we will not allow the millions of Palestinians living on the other side of the fence to threaten our security and our identity as a Jewish state. United Jerusalem will be built and thrive and forever serve as the capital of the Jewish people and the capital of Israel.”

Gantz pledged to fight against inequality and the high cost of living in Israel, and to build thousands of affordable homes. He also introduced former defense minister and chief of staff Moshe (Bugi) Ya’alon as a new partner, after Ya’alon’s Telem Party agreed to join forces with Israel Resilience.

Gantz is also reportedly in talks to bring in former IDF Chief of Staff Gabi Ashkenazi into his party as number three on the party list.

UN Observers
The PM has decided not to extend the mandate of the Temporary International Presence in Hebron (TIPH), a group of civilian observers from Norway, Italy, Sweden, Switzerland and Turkey that have been operating in Hebron since 1997. The group reports on what they consider to be violations of international humanitarian and human rights laws. The group is viewed by the PM and many Israelis as biased against Israel.

Professor Eugene Kontorovich, the director of international law at the Kohelet Policy Forum, a conservative think tank in Jerusalem, said the Israeli decision was long overdue. He said, “TIPH was always designed to be a temporary force — that is what the T stands for, and why the mandate requires an affirmative decision to extend every three months. It was never meant to be a permanent institution, but diplomatic inertia has kept it in place for over two decades.”

In response to the Prime Minister’s decision, the Palestinian Authority asked the United Nations to deploy a permanent international force in the West Bank and east Jerusalem. The UN has not yet responded to the request.

Holocaust Remembrance
Sunday marked the 74th anniversary of the liberation of Auschwitz by Soviet troops in 1945. Approximately 1 million Jews were murdered in Auschwitz-Birkenau during WWII, mostly in gas chambers. In total, approximately 6 million Jews were murdered during WWII. Survivors of the camp gathered at Auschwitz yesterday to give testimony. They were joined by Poland’s Prime Minister, the Israeli and Russian ambassadors and the Chief Rabbi of Poland.

Unfortunately, the world is forgetting about the Holocaust. According to a study released by the Claims Conference last year, 31% of all Americans and 41% of millennials believe that fewer than 2 million Jews were murdered in the Holocaust, and 45% of all Americans cannot name even one concentration camp.

This year the Conference released a similar survey of Canadian adults. According to the survey, 22% of millennials (ages 18 – 34) haven’t heard or are not sure if they have heard of the Holocaust and 52% cannot name a single concentration camp or Ghetto. Nearly one quarter of all Canadians (23%) believe that substantially less than 6 million Jews were killed (two million or fewer) during the Holocaust. In another survey just released, 5% of British adults believe the Holocaust never happened and 20% thought the number of Jews murdered was less than 2 million.

Teen Charged
A 16 year old Jewish teen from the Mateh Binyamin area was charged with manslaughter, throwing a stone at a vehicle under aggravated circumstances as an act of terror, and intentional vandalism of a vehicle as an act of terror, after his DNA was found on the rock that hit the car that was carrying Palestinian mother Aisha al-Rawbi, killing her.

In October 2018, Rawbi, 47, was traveling on Route 60 with her husband and nine-year-old daughter when a rock allegedly thrown by Jewish youth hit the car’s windshield. The suspect was arrested on December 30th, along with 4 other teens, all students at the Pri Haaretz yeshiva in Rechalim. The 4 other teens were released to house arrest 10 days ago and have subsequently been released. All of the teens were interrogated by the Shin Bet.

The suspect told the Shin Bet that the reason why his DNA was on the rock was because his friends often went hiking in the area. Police are examining his version of events.

Irish Reprimanded
Israel’s Foreign Ministry reprimanded Ireland’s ambassador to Israel today following the advancement of an Irish bill criminalizing Israeli products from areas captured in the 1967 war.

The ministry said in a statement, “It was clarified to the ambassador that the hypocritical and anti-Semitic legislation will have serious ramifications for Israel-Ireland relations and [Ireland’s] status in the region, should it be advanced. It would be better for Ireland to deal with dark dictatorships and terror groups instead of Israel, the only democracy in the Middle East.”

The Irish bill would make illegal “the import and sales of goods, services and natural resources originating in illegal settlements in occupied territories.” It has already passed in Irelands lower house, but must still pass 3 additional stages before being made into law.

Israeli officials are confident that the Irish government will prevent the bill from passing, since the government has said that banning goods is the sole prerogative of the European Union.

Israeli warplanes launched a massive attack on Iranian targets in Syria early today, in response to a rocket fired by Iranian soldiers at the Golan Heights from Syria on Sunday. The rocket was intercepted by Iron Dome. The Israeli attack targeted an airport in Damascus and killed at least 11 combatants, the Syrian Observatory for Human Rights, a UK-based monitoring organization.

In an official statement, the IDF Spokesperson’s Unit said munition storage sites, a site located in the Damascus International Airport, along with an Iranian intelligence site and an Iranian military training camp, had also been targeted. The statement also said, “During the strike, dozens of Syrian surface-to-air missiles were launched, despite clear warnings to avoid such fire. In response, several of the Syrian Armed Forces’ aerial defense batteries were targeted.”

The Russian Interfax news agency quoted Moscow’s defense control center as saying that Syrian military air defenses destroyed more than 30 cruise missiles and guided bombs during the Israeli air strikes.
