Embassy Closure
PM Netanyahu, who also serves as Israel’s foreign minister, ordered the closure of Israel’s embassy in Paraguay on Wednesday, hours after the Latin American nation said it had decided to return its embassy from Jerusalem to Tel Aviv. A brief statement from the Prime Minister’s office said, ”Israel views with great severity the unusual decision by Paraguay that will strain the ties between the countries.”

The Paraguayan embassy in Jerusalem was inaugurated by then President Horacia Cartes in May. Cartes was replaced last month by Mario Abdo. Explaining the new Paraguayan move, foreign minister Luis Alberto Castiglioni said: “Paraguay wants to contribute to an intensification of regional diplomatic efforts to achieve a broad, fair and lasting peace in the Middle East.”

According to the Palestinian foreign ministry, the Palestinian Foreign Minister Riyad al-Maliki was responsible for Paraguay’s decision to move back the embassy to Tel Aviv. Al-Maliki said that he had already received an official promise from new President of Paraguay, Mario Abdo Benítez, and the new foreign Minister, Luis Alberto Castiglioni that the move would take place quietly in early September.

Israeli officials estimate that pressure from Arab countries, and possibly a promise of future investment in the country, are the reasons behind Paraguay’s decision.

But there seems to be more to this story, behind the scenes.

Uman Journey
Around 30,000 Jews, mostly from Israel, will spend Rosh Hashana (Jewish New Year) in the Ukrainian town of Uman, 130 miles south of Kiev. The town is the location of the tomb of Rabbi Nachman of Breslov, an 18th century Hasidic master and grandson of the Ba’al Shem Tov (the founder of the Hasdic movement). Rabbi Nachman spent the last 5 years of his life in Uman and requested to be buried there. He also promised to intercede on behalf of anyone who would come to pray at his grave on Rosh Hashana – – hence, the annual pilgrimage.

The annual pilgrimage to Uman has been a huge boon for the local economy. The area around the tomb, where around 500 Jews live, has become a vibrant neighborhood with Hebrew signage, 20 kosher restaurants and 25 hotels (mostly operating in apartment buildings). In addition to the Rosh Hashana pilgrimage, thousands of Jewish pilgrims visit Oman throughout the year. Some of the new businesses are owned by Israelis who settled in Uman while others are owned by Ukrainians or are joint Israeli-Ukrainian ventures. A good deal of the commercial growth in town is due to secular Jewish visitors as opposed to the Hasidim.

Unfortunately, the Uman pilgrimages have also spawned anti semitic attacks, drug use, prostitution, disorderly conduct and a powerful organized crime presence.

Philippines President
Rodrigo Duterte, the President of the Philippines, arrived in Israel this week for a 4 day visit. Sales of Israeli weapons to his government are high on the agenda, according to Israeli media. Filipino officials have said the Philippines has recently acquired Israeli-made arms such as Galil assault rifles and pistols for its 120,000-strong police force, which is at the frontline of Duterte’s battle against illegal drugs and other crimes.

Duarte met with PM Netanyahu and thanked Israel for providing “critical help” to his country when “we needed it most,” an apparent reference to unspecified assistance Jerusalem provided Manila last year in freeing Marawi City in the south of the country from terrorists affiliated with Islamic State after a five-month siege. Duterte, who did not go into detail, said this “very substantial and critical” assistance was “an important help to preserve the republic.”

Netanyahu welcomed Duterte by recalling that the country opened its doors to some 1,300 refugees from Germany and Austria during the Holocaust and that it was the only Asian country to vote for the Partition Plan in 1947.

Duarte met with a gathering of hundreds of Filipino workers. An estimated 28,000 Filipinos live in Israel. Most of them work as health aides.

Water Plan
According to anonymous sources, Israel’s Water Authority and its Ministry of Energy have sketched a plan to build a tunnel that will annually pump between 300 million and 500 million cubic meters of desalinated water to the receding Kinneret (Sea of Galilee). To finance the plan, estimated to cost NIS 5 billion (approximately $1.3 billion), Israel has approached the European Union and the German government.

Israel is currently in it’s 5th drought year. As of Monday, the water level of the Sea of Galilee, responsible for 25% of Israel’s freshwater supply, is at 214.23 meters below sea level, 1.23 meters under the levels defined by the Israeli government as a minimum required to supply the country’s water needs.

In May, the Israeli government relaunched a television, radio and billboard campaign encouraging Israelis to save water by reducing their shower time by two minutes, watering their gardens in the evening and fixing leaking pipes.

Existing desalination facilities in Israel produce around 660 million cubic meters a year, according to statements by the Water Authority. Two additional desalination facilities planned to launch by 2023, are estimated to bring this number up to around 1 billion cubic meters a year.

Aid Cut
The State Department announced that the US will cut its aid package to the Palestinians by $200 million. The decision came following a review of US aid to the Palestinian Authority, to the West Bank and to the Gaza Strip, carried out at the direction of President Trump, to examine whether the expenditure served the US national interest and gave the US taxpayer a return for his money.

Following the review, President Trump directed that more than $200 million should be channeled to high-priority projects elsewhere. The amount cut was approved in the 2017 fiscal year for “programs on the West Bank and in the Gaza Strip.”

A State Department official said that the decision took into account the challenges with which the international community was contending in its efforts to provide aid in the Gaza Strip. He said that the Hamas regime endangered the lives of the citizens there and worsened a humanitarian and economic situation which was difficult in any case.

In January this year, the Trump administration suspended until further notice $65 million of the budget of UNRWA (United Nations Relief and Works Agency for Palestine Refugees). At this stage, the US will transfer $60 million to the agency, but will suspend, pending further review, the frozen amount.

Drought Continues
The Water Authority announced Sunday that even if the coming winter brings average precipitation, or even above average, the drought will continue. They said that the Kinneret is drying up at a rapid pace and approaching its black line (which is below the red line).

The Water Authority said that the severe drought of the past five years has mainly affected the water sources in the north of the country, but the rest of the water sources also have huge shortages. There is a deficit of about 2.5 billion cubic meters.

In a statement, the Water Authority said, “The Water Authority continues to prepare to respond to the increasing trend of dehydration in the entire region. At the same time, the Water Authority is working to increase efficiency and prevent water waste as a permanent lifestyle.”

“In addition, two additional large desalination plants are being planned, as well as other steps, to supplement the water sources for all uses. The Water Authority is also developing tools for forecasting the flow in streams over different periods of time: flood forecasting and intensity to seasonal predictions of the quantities of water expected to be received in a given year as well as over longer time periods in order to enable all elements in the economy to prepare and plan their activities and investments wisely and effectively. Climate change requires us all to carefully manage and prevent water waste as a way of life, during rainy years as well, of which we hope and are confident that there will be.”

New Housing
The civil administration in Judea and Samaria (West Bank) has given final approval for the building of 384 housing units — 56 in Barkan, 168 in Nofim, 108 in Tzofim, 44 in Ma’ale Adumim and 8 in Avnei Hefetz. An additional 600 units are in the final stages of approval and will be located in Kiryat Netafim, Otniel and Beit El.

The Yesha Council, an organization of municipal councils of Jewish settlements in the West Bank, released a statement saying, “This is an insufficient amount and the smallest number of housing units approved in the last year and a half. In the previous committees, the number of building permits ranged from 2,000 to 3,000, which is also relatively limited compared to a total number of permits throughout the country, which are in their tens of thousands. We are calling on Prime Minister Benjamin Netanyahu to remove the restrictions and order a large-scale construction throughout the West Bank … This is something that is required to be done today.”

The Peace Now organization criticized the new housing and urged the government to instead focus on providing more affordable housing within the Green Line.

The US government did not criticize the new housing approvals.

Meanwhile, a delegation of senior US government officials dined with their Israeli counterparts in the City of David National Park in Jerusalem, which is adjacent to the Old City in the Arab neighborhood of Silwan. In recent years Jews have been moving in to the area.

Gaza Ceasefire
A ceasefire between Israel and Hamas went into effect Wednesday evening, although it was not confirmed by either side. Following the authorization of Israel’s security cabinet, the Kerem Shalom border crossing was reopened and 700 trucks carrying urgently needed building supplies, foodstuffs, textiles, animal feed, fuel, gas, hygiene products and more crossed into Gaza.

The ceasefire, brokered by Egypt and the UN, requires the halting of all rocket fire and incendiary balloons and kites from Gaza. Israeli officials said, “the current calm is the result of aggressive Israeli army action that will continue as necessary, and the quiet was achieved following the understandings advanced by the Egyptians and the United Nations.”

The agreement does not provide for the exchange of prisoners, including two Israelis held in Gaza and the remains of two Israeli soldiers taken by Hamas at the end of the last Gaza war. This has evoked protests from politicians in Israel, as well as the families of the prisoners and the dead soldiers.

Tel Aviv has been ranked as the world’s ninth most expensive city, according to the Economist Intelligence Unit (EIU). The ranking is based on the cost of a basket of 160 products and services including basic foods, clothing, car rental and purchase, apartment rents, and household maintenance and equipment.

The EIU noted, “Tel Aviv, which was ranked 34th just five years ago, is now the ninth most expensive city in the survey. Currency appreciation played a part in this rise, but Tel Aviv also has some specific costs that drive up prices, notably those of buying, insuring and maintaining a car, which push transport costs 79% above New York prices. Tel Aviv is also the second most expensive city in the survey in which to buy alcohol.”

Tel Aviv is ranked behind Singapore (1), Paris (2), Zurich (3), Hong Kong (4), Oslo (5), Geneva (6), Seoul (7), and Copenhagen (8). Sydney is in tenth place and New York in 13th place (the most expensive US city).

Gaza Fighting
Since Wednesday night, more than 180 rockets have been fired into Israel from Gaza. Rockets hit the cities of Sderot and Ashkelon and many border communities. One rocket even landed as far as Bersheva. Seven people were injured in the attacks, mostly from shrapnel. The Iron Dome defense system intercepted at least 30 rockets. Most of the others fell in open areas.

Last night they destroyed a multi-story building at the Rimal neighborhood of Gaza City, which was the headquarters of Hamas’s interior security unit that is responsible for all security operations carried out inside Gaza and is considered to be an executive branch of Hamas’s political leadership. Witnesses said the air force fired several warning missiles at the building before the actual strike, to give people a chance to evacuate the building. Hamas claims that the building was simply a cultural center.

According to reports, Israel and Hamas agreed to an Egyptian brokered ceasefire last night that went into effect at midnight. But communities leaders in the south are angry at the government for agreeing to a ceasefire instead of putting a final end to Hamas terror.

Mossad Work
According to a senior Middle East intelligence source cited in the New York Times on Monday, Mossad was reportedly behind the assassination of Syrian missile scientist Dr. Aziz Asber in Hama on Saturday night. Asber was killed in an explosion in his car along with his driver several minutes after leaving his home. After watching him for months, the Mossad reportedly planted a bomb in his car.

Dr. Asber was involved in Syria’s chemical weapons development as well as in the Iranian Fateh missiles program. He worked on the development of medium- and long-range missiles as well as building a solid-fuel plant for missiles and rockets. He headed Sector 4, a top-secret unit at the Scientific Studies and Research Center in Masyaf.

The source quoted by the Times, a member of an intelligence agency in the Middle East that was updated on the operation, said this was the fourth time over the past three years that Israel had eliminated a weapons scientist at a foreign nation.

By Israeli law, only the prime minister can authorize an assassination operation by the Mossad. Spokespeople for Prime Minister Benjamin Netanyahu and Defense Minister Avigdor Lieberman declined to respond to the Times report.
