Terror Attack
Last night a group of Israelis were participating in a candle lighting ceremony in memory of a car accident victim at a bus stop near the Ofra junction in Samaria when a terrorist opened fire on them from a passing vehicle. IDF soldiers nearby returned fire towards the vehicle, which sped away. Six people were wounded in the attack including a pregnant woman, her husband, and 4 teenagers. Doctors at Shaare Zedek Medical Center delivered the woman’s baby, and both are fighting for their lives. The woman was 30 weeks pregnant. The IDF is searching for the terrorist.

US Ambassador David Friedman tweeted, “Another vile act of Palestinian terrorism last night included the shooting of a pregnant woman. Hamas calls the shooters “heroic” — yes, the same Hamas that the UN could not resolve to condemn last week. The #US stands with Israel against terrorists even if others won’t.”

German Distortion
The Israeli government sent an official letter to Chancellor Angela Merkel demanding Germany to halt its funding for the Jewish Museum in Berlin over an exhibition “that reflects the Palestinian-Muslim view on Jerusalem.” In addition to the Jewish Museum, the letter details about a dozen German funded NGOs that are involved in anti-Israeli propaganda or support of the BDS movement. A spokesperson for the German government confirmed that Israel and Germany had discussed these NGOs’ state funding in the past.

The PM’s Office said in an official statement that, “the prime minister has pointed out to various world leaders the issue of funding Israeli and Palestinian NGOs, which portray IDF troops as war criminals, support Palestinian terrorism and call for the boycott of the State of Israel. Israel will continue fighting these organizations.”

Drone Sale
Israel Aerospace Industries Ltd. has agreed a deal to sell three drones to the Vietnamese government for $160 million. The Heron type 1 unmanned aerial vehicles (UAVs) will be used by the Vietnamese military for a range of routine missions including maritime patrols.

Oman Airspace
The PM announced today that Oman has giving El Al the right to fly through its airspace. He said that he had obtained permission from Oman’s Sultan during his visit to the country in October. Netanyahu also said that it’s possible to fly over Chad and Sudan.

Dubai Synagogue
The small Jewish community in Dubai is officially inaugurating the country’s first synagogue. Until now, the local Jewish community, composed mainly of businessmen in the finance, energy and diamonds industries, has kept its activities discreet in a villa located in one of the main residential areas. The villa includes a prayer area, a kosher kitchen and a number of bedrooms designated for Shabbat-observers. Now, this activity will be carried out openly.

Northern Tunnels
GOC Northern Commander Maj. Gen. Yoel Strick on Thursday gave the commander of the United Nations Interim Force In Lebanon (UNIFIL) a tour of the Hezbollah terror tunnel the IDF uncovered near Metula, and protested the violation of UN Security Council Resolution 1701 (that ended the 2006 Second Lebanon War). Strick presented the UNIFIL commander with aerial photos of a group of houses in the Lebanese village of Ramyeh, where the IDF says there is another terror tunnel is crossing into Israel, and demanded that UNIFIL work with the Lebanese army to neutralize it.

The IDF is currently in the midst of Operation Northern Shield, to expose and neutralize terror tunnels Hezbollah has constructed along the Israel-Lebanon border since 2006.

PM Netanyahu told 25 foreign ambassadors during a tour of the tunnel site in the upper Galilee. “This operation is just beginning but in the end, the tunnels weapon, in which Hezbollah has invested so much, will not exist and will not be effective.”

He added, “Israel expects an unequivocal condemnation of Hezbollah, the imposition of additional sanctions on Iran, a condemnation from the Lebanese government and a demand that it stop giving its approval for the use of its territory for these attacks against Israel.” 

He also said that Israel plans to demand a response from the international community at a meeting of the UN Security Council called for by Israel.

Failed Resolution
The US attempt to get a UN resolution passed condemning Hamas terror failed to get the required two thirds support in the General Assembly. The US draft resolution got 87 votes in favor, 58 against, 32 abstentions and 16 countries did not vote. In an earlier procedural move requested by Kuwait, the 193-member body narrowly voted to require two-thirds support and not a simple majority for adoption of the draft resolution.

US Ambassador Nikki Haley told the assembly prior to the vote, “Before the General Assembly can credibly advocate compromise and reconciliation between the Palestinians and Israel, it must on record, unambiguously and unconditionally, condemn Hamas terrorism.” She also warned that, “The United States takes the outcome of this vote very seriously.”

US Secretary of State Mike Pompeo tweeted, “Following just days after Hamas indiscriminately fired thousands of missiles at Israel’s citizens, UN could not muster a resolution condemning this band of terrorists. This is yet another disgraceful act of bias toward the Jewish State.”

PM Netanyahu tweeted, “While it did not achieve a two-thirds majority, this is the first time that a majority of countries have voted against Hamas and I commend each of the 87 countries that took a principled stand against Hamas.”

Anti Semitism
The European Union’s 28 Interior Ministers unanimously approved an 11-page declaration Thursday recognizing a common definition of anti-Semitism and acknowledging Jewish concerns given the prevalence of attacks in recent years. The Council of the European Union, composed of all EU leaders, is expected to also approve the declaration.

The declaration underlines the importance of education about the Holocaust and urges the EU’s police agency Europol to point out anti-Semitic terror content online to internet service providers. It is the first time that an official document of the Council of the European Union explicitly mentions the need to unite in the fight against anti-Semitism. German Chancellor Angela Merkel and French President Emmanuel Macron were instrumental in getting the declaration approved by all EU nations. The final version of the declaration went through 84 drafts.

The EU countries promised to adopt and implement a holistic strategy to combat and prevent anti-Semitism, provide funding and implement measures to secure communities, promote Holocaust memory education, and pay special attention to anti-Semitism on the Internet.

Anti Israel
The International Criminal Court (ICC) at The Hague has reported significant progress in its preliminary investigation into a complaint filed by the Palestinians for war crimes allegedly committed by Israel in the 2014 Operation Protective Edge, during the 2018 protests on the Gaza border and over the construction of settlements and the demolition of houses in the West Bank and east Jerusalem. However, the Chief Prosecutor said, in the report, that she has not yet decided whether to open an official investigation and nor whether she has the authority to deal with the Palestinian issue.

The Ministry of Foreign Affairs issued this statement: “The annual report of the prosecutor’s office on preliminary examinations has only just been published, and we are studying it. Recalling that Israel is not a member of the International Criminal Court, and our unequivocal position is that the tribunal has no authority to deal with the Israeli-Palestinian conflict, inter alia, since the PA is not a state. We expect that at the end of the preliminary examination the prosecutor will confirm this.”

Bennett Furious
Education Minister Naftali Bennett lashed out at PM Netanyahu in reaction to reports that Netanyahu asked Shaul Elovitch, owner of the Walla! News website, to publish a story that Bennett’s wife, Gilat, worked as a chef at non-kosher restaurants. Bennett heads up the religious Bayit Yehudi party.

Bennett tweeted,”I feel sorry for you, Mr. Netanyahu. You personally took the trouble of calling the owners of Walla! to hurt my wife. This is a despicable and cowardly act. Shame on you.” He added, “I married Gilat, a wonderful woman, an Israeli from a secular home with values, and together we built a wonderful religious Zionist home. My family is the pride of my life. Don’t apologize to me, I’m not interested. Apologize to my wife.”

Netanyahu’s Likud Party rejected the demand for an apology and instead attacked Bennett for allegedly slandering Sara Netanyahu to the press.

Lights in Poland
Israel’s chief Ashkenazi rabbi, David Lau, lit a Hanukkah menorah in the Polish Parliament (Sejm) on Wednesday. Lau’s father, former Chief Rabbi Yisrael Meir Lau, is a holocaust survivor from Poland. This was the first time that a chief rabbi of Israel has lit Hanukkah candles at a public event in Poland.

Rabbi Lau said, “For me, this represents a closing of circles. Most of my family perished on this country’s soil, but today I am illuminating the darkness with these Hanukkah candles and thus perpetuating our glowing Jewish heritage.”

IDF Operation
The IDF launched Operation Northern Shield on Tuesday morning to expose and neutralize terror tunnels Hezbollah has constructed along the Israel-Lebanon border since 2006. The IDF claims that the tunnels are not operational and do not pose an immediate threat to Israel. The work is currently taking place in Israeli territory, but IDF Spokesman Brig. Gen. Ronen Manelis noted that “Neutralizing the tunnels will not necessarily be done in our territory.” The operation is meant to last a few weeks.

One tunnel has already been found, stretching from a residential structure in the south of Kafr Kela in Lebanon and reaching 40 meters (130 feet) into Israeli territory. The IDF said it took Hezbollah two years to dig the 200-meters-long (656 feet) tunnel in the rocky terrain. US National Security Advisor John Bolton said, “The US strongly supports Israel’s efforts to defend its sovereignty, and we call on Hezbollah to stop its tunneling into Israel and to refrain from escalation and violence. More broadly, we call on Iran and all of its agents to stop their regional aggression and provocation, which pose an unacceptable threat to Israeli and regional security.”

The Russian Foreign Ministry issued a statement saying, “There is no doubt regarding Israel’s right to ensure its national security, including by preventing anyone from entering the country.”

Domestic Violence
Around 30,000 people participated in a rally last night in Rabin Square in Tel Aviv against domestic violence directed at women. Other demonstrations took place throughout the day in Tel Aviv, Jerusalem and other cities and towns.

Demonstrations also took place in many Arab towns and cities. Dozens of men and women in Tira, Qalansawe and Tayibe protested throughout the day. They held up photos of women who were murdered and demanded to continue the struggle and put an end to domestic violence. A joint Jewish-Arab demonstration took place at the Givat Haviva Junction.
 
PM Netanyahu convened a special ministerial committee today to discuss the fight against domestic violence. The PM equated domestic violence to terrorism.

He said, “The victims are women who suffer from violence and beatings, and we are committed to implement the existing plans. I understand there is a larger budget than I thought, but it is not being utilized properly. A budget that is not utilized is like it doesn’t exist at all. We know what sums we have (at our disposal), and we will now act to get these funds out. If necessary, we’ll add funding too.”

Regarding the abusers, the PM said, “You don’t handle terrorism by only treating the victim. No one would imagine fighting terrorism without handling the terrorists. Those who can be rehabilitated, will be. But primarily we need punishment for these criminals.”

Public Security Minister Gilad Erdan noted he prepared a multi-year plan to bolster the fight against domestic abuse by giving the police and the welfare authorities the tools they need to combat the phenomenon, including harsher punishments.

The PM ordered the fast tracking of a bill proposed by Justice Minister Ayelet Shaked and Minister Erdan to combat domestic abuse using technological supervision. The bill would allow police to place GPS devices on suspected abusers to track their movements.

Fire Prep
A State Comptroller’s report just published on the massive 2010 Carmel Forest fire that killed 44 people, reveals that local authorities and emergency services have not implemented the safety and preparedness measures learned from the tragedy. In addition, the comptroller warned about the authorities’ failures in dealing with high-rise buildings’ fires, which may turn into “death traps” for the buildings’ residents.

The Ministry of Public Security’s emergency department said that it is currently formulating and implementing a national emergency plan for dealing with a multi-faceted wave of fires.

UN Resolutions
In case you missed it, on Friday the UN General Assembly got busy and passed 6 anti-Israel resolutions. The resolution on Jerusalem, which refers to the Temple Mount only by its Arab name of Haram al-Sharif and states that under Israeli administration of Jerusalem there is a lack of religious freedom, passed by a vote of 148 votes in favor, 11 against and 14 abstentions. While the EU countries voted for the resolution, the EU said that it would be its last time doing so unless the Palestinians changed the language of the resolution to recognize the significance of Jerusalem’s holy sites to all 3 monotheistic religions.

The other resolutions were titled “The Syrian Golan”, “Division for Palestinian Rights of the Secretariat”, “Special information programme on the question of Palestine of the Department of Public Information of the Secretariat”, “Peaceful settlement of the question of Palestine”, “Committee on the Exercise of the Inalienable Rights of the Palestinian People”.

Important Meeting
Prime Minister Netanyahu will fly to Brussels for a brief trip today to meet with US Secretary of State Mike Pompeo to discuss “regional developments”. The PM will be joined by Mossad chief Yossi Cohen, National Security Adviser Meir Ben Shabbat and military secretary Col. Avi Blot.

Secret Mission
According to British newspaper The Independent, the Israeli Special Forces involved in the recent commando raid in Gaza during which a Lt. Colonel was killed had posed as medical personnel from one of the aid groups operating in the strip. An Independent journalist who went into the Gaza Strip obtained new information by interviewing Hamas members as well as residents living in the Khan Yunis area, where the incident had taken place.

According to the report, the Israeli force used “detailed but fake” IDs of real Gaza citizens from different areas of the strip. Hamas has since detained and questioned all of the Palestinians whose identities were allegedly stolen by the IDF troops after their identity cards were discovered in the wreckage of the Volkswagen minibus the Israeli force reportedly used in its raid. Qassem said the ID cards were “very accurate,” including full names, ID numbers and details of the Palestinian residents.

The Israeli forces were reportedly held at the checkpoint until the Hamas commander in Khan Yunis, Nour Baraka, was called to the scene and decided to take them in for questioning at a Hamas facility. It was then, according to the report, that the IDF troops opened fire.

New Train Line
The Israel Railways Authority is getting bids for construction of a new railway that were connect Rishon Letzion to Modiin along highway 431. The total length of the railway track in the project, which will be electrified, is 30 kilometers. The project poses unique engineering challenges, including long bridges, underground passages, tunnels, and two new railway stations, in addition to upgrading and extending platforms at the Rishonim station. The project is estimated to cost 3 billion shekels and be completed in 2025.

Happy Hanukkah
The holiday of Hanukkah began last night and lasts for eight days, commemorating the miraculous burning of one day’s supply of oil for eight days in the menorah in the Holy Temple rededicated by the Maccabees and the Jewish nation. The holiday also commemorates the victory of the Jewish people over the Hellenists, who tried to eradicate the Jewish religion. It was the first time a nation rose up in arms in the defense of religious freedom. The lights of Hanukkah remind us to cherish our faith and freedom, and resist those that try to deprive us of them. May we all continue to enjoy the freedom represented by our Hanukkah lights and share the light with the entire world.
