Embassy Moves
Guatemalan President Jimmy Morales announced in a Facebook post Sunday night his country will be transferring its embassy from Tel Aviv to Jerusalem. He wrote, “Dear citizens of Guatemala, I have spoken with Israeli Prime Minister Benjamin Netanyahu today. We spoke about the excellent relations our countries have enjoyed since we supported Israel’s creation. One of the important topics broached were transferring the Guatemalan Embassy to Jerusalem, and I hereby announce I have instructed the embassy’s staff to plan such a move. May God bless you.”

Guatemala has received extensive US aid in the past few years and Morales has had some conflicts with the UN, which has leveled allegations of corruption against him. The country was one of only nine to vote against the recent UN General Assembly resolution denouncing the US decision to move its embassy to Jerusalem and declaring it “null and void”.

Israeli sources say that Honduras, which also voted against the resolution, and Paraguay, which abstained, will also probably move their embassies to Jerusalem. But any embassy moves will only come after the US moves its embassy, which could take several years.

Prior to 1980, Guatemala, Bolivia, Chile, Colombia, Costa Rica, the Dominican Republic, Ecuador, El Salvador, Haiti, The Netherlands, Panama, Venezuela and Uruguay all maintained their embassies in Jerusalem. But Israel’s passage of a law in 1980 proclaiming Jerusalem its “indivisible and eternal capital” led to a UN Security Council resolution calling upon those countries to move their embassies to Tel Aviv, which they did.

Israeli President Rivlin praised Guatemala’s decision saying, “Guatemala showed the entire world last night that it too knows that Israel is the capital of Israel. I welcome the decision to move the embassy to Jerusalem am grateful for the friendship between the two countries. We are waiting for you in Jerusalem!”

Shabbat Work
Early today, the Knesset passed an amendment to the Work and Rest Hours Law to allow the Labor and Social Services Minister to define and limit the conditions under which government employees or employees of state-owned entities may work on Shabbat. The amendment passed by a vote of 50 to 38.

According to the amendment, the Welfare Minister must take into account certain factors before granting a permit to employ workers on Shabbat. These include “employee welfare, the tradition of Israel, [whether an] alternative that does not require employment during the weekly rest day [exists], and the extent of harm caused to the public sphere.”

The law enables the minister to allow workers to be employed during the weekly rest day if he is convinced that stopping work for such a rest day could harm the security of the state or of a particular property or entity, or if it could harm the economy, a work in process or essential provisions for the public or part of it.

The impetus for the new law was the continued construction being done on the railways and roads on Shabbat.

Israel’s Airport Authority announced that it will undertake a $1.43 billion upgrade of Ben Gurion Airport to handle an expected 50% increase in passengers over the next 5 years. The Authority intends to add 86 check-in stations to one of the airport’s two departing terminals, as well as additional stations for self check-in. It will also add six more security screening machines, eight passenger boarding bridges and two more shuttle gates.

US Veto
As expected, the US vetoed a draft resolution in the UN Security Council written by Egypt that called on the US to reverse its decision to recognize Jerusalem as Israel’s capital. The other 14 countries on the council voted in favor of the resolution.

US Ambassador to the UN Nikki Haley said, “The United States has a sovereign right to determine where and whether we establish an embassy. I suspect very few member states would welcome Security Council pronouncements about their sovereign decisions.” She added, “What we witnessed here in the Security Council is an insult. It won’t be forgotten.”

PM Netanyahu responded to the US veto tweeting, “Thank you, Ambassador Haley. On Hanukkah, you spoke like a Maccabi. You lit a candle of truth. You dispel the darkness. One defeated the many. Truth defeated lies. Thank you, President Trump. Thank you, @nikkihaley.”

The Palestinians have said that they will call for an emergency meeting of the UN General Assembly, where anti Israel (and anti US) resolutions are almost certain to pass with ease.

Attempted Murder
The Military Advocate General filed an indictment Monday against Muhammad Wadi for attempted murder in the attack against a group of children on a hike near the Palestinian village of Qusra in the northern West Bank two weeks ago. According to the indictment, during the incident, Wadi entered the cave where the children were hiding from a pursuing Palestinian mob and hurled large stones at them at close range. Some of the stones hit their chaperone, injuring him in the head.

One of the chaperones, who was also the father of one of the hikers, shot at the attackers and killed one of them. He was questioned by police for the shooting but subsequently released.

Palestinian Arrested
On Friday a video was taken of a Palestinian teenage girl and others harassing, pushing and hitting IDF soldiers on patrol in the village of Rabi Salih. The soldiers did not react to the harassment. Last night the girl was arrested by the Shin Bet and taken in for questioning.

Defense Minister Avigdor Lieberman said Tuesday morning that the girl, Ahed Tamimi, will not be the only one to bear the consequences of her actions, “her parents and her surroundings won’t get away from what they deserve.”

Lieberman added that Israel “would not allow any harm to soldiers and officers. We’ll do what needs to be done. I will deal with this matter together with the Military Advocate General and the Chief of Staff. The most important thing is that those who carried out an offense during the day were arrested during the night.”

Cannabis Fever
According to the Israeli Ministry of Health, around 400 farmers in Israel have applied for licenses to grow cannabis since the government loosened restrictions on medical marijuana last year. The ministry has also received 250 applications from nurseries wishing to distribute marijuana plants, 95 from pharmacies looking to sell cannabis products, and 60 from entrepreneurs interested in opening marijuana processing facilities. Regulators are reviewing the requests and have already provided preliminary approval to a majority of applicants. Doctors will be able to begin prescribing medical marijuana to patients in next six months.

A law to allow exports of medical marijuana is making its way through the Knesset after receiving support from top ministers, who estimated in August that sales could generate $1.1 billion for the Israeli economy. The bill is on track to be passed some time next year.

Israel News for 12-18-17

Rockets Fired
Last night, two rockets were fired into Israel from Gaza. One of the rockets damaged a residential home in the Hof Ashkelon Regional Council but caused no injuries. The other rocket fell in an open field. So far 18 rockets have been launched from Gaza into Israel since the US recognized Jerusalem as Israel’s capital.

Maya, whose house was damaged by the rocket, told Ynet that she and her family “returned from lighting Hanukkah candles when the siren caught us at the entrance to the house. We ran to the bomb shelter, me, my husband and my two sons, and then there was a huge explosion. My car was destroyed by shrapnel.” She added, “unfortunately, we are experienced in this. The children are in shock, but we are in control.”

In response to the rocket attacks, Israeli fighter jets attacked six Hamas military targets in northern Gaza last night.

UN Vote
The UN Security Council is expected to vote today on an Egyptian drafted resolution calling for the withdrawal of the US decision to recognize Jerusalem as the capital of Israel. The resolution has broad support in the council, but will most likely be vetoed by the US.

The resolution draft expresses “deep regret at recent decisions concerning the status of Jerusalem“ and “affirms that any decisions and actions which purport to have altered, the character, status or demographic composition of the Holy City of Jerusalem have no legal effect, are null and void and must be rescinded in compliance with relevant resolutions of the Security Council.” It also calls on all countries to refrain from establishing diplomatic missions in Jerusalem.

Last year the UN Security Council passed a resolution stating that “it will not recognize any changes to the 4 June 1967 lines, including with regard to Jerusalem, other than those agreed by the parties through negotiations.” That resolution passed as a result of a decision by then President Obama for the US not to exercise its veto and to, instead, abstain.

Moving to Jerusalem
Despite the US recognition of Jerusalem as Israel’s capital and a law passed in the Knesset in 2015 mandating that all government ministries be located in Jerusalem, hundreds of government ministry offices are still not located in the capital. The Jerusalem municipality has brought legal action against the Finance Ministry in the Supreme Court, demanding it move 163 ministry units to the city. Apparently, moving to Jerusalem is not as easy as it sounds.

Uncovering Jerusalem
Culture Minister Miri Regev has ordered the Israel Antiquities Authority to undertake extensive archeological restoration of many historical Jerusalem sites, in order to strengthen Jewish bonds to the ancient city. The archeological digs will include the Old City but not the Temple Mount area. This will be the first time that the Israeli government will sponsor excavations in the Old City. Previous digs have been privately financed. The new archeological incentive is estimated to cost around $70 million.

Rabbi Passes
Rabbi Aharon Leib Shteinman, the sage and rabbinic leader, passed away this morning at the age of 104. Hundreds of thousands are participating in his funeral taking place at this time in Bnai Brak. He will be laid to rest next to his wife in the Ponevezh cemetery in Bnei Brak. May his memory be a blessing for us all.

Rabbi Steinmann’s last will and testament was read at the funeral. His instructions included:

1. Not to eulogize him or conduct any mourning gatherings.

2. Not to make mass announcements regarding his funeral. It’s enough if only 10 men attend.

3. To bury him among simple people.

4. Just to write on his tombstone, “Here is buried” along with his full name. No other accolades or approbations.

5. To purchase the cheapest and simplest tombstone.

6. That whoever want to benefit him should study one chapter of Mishna and recite 10 chapters of psalms each day for the 12 months of his mourning.

7. Not to call him “Tzadik” or “God Fearing” so as not to embarrass him in the “World of Truth”.

Landmines Exploded
Israel’s Landmines Removal Agency detonated a string of 300 landmines in the Golan Heights in a controlled explosion on Monday. The landmines were buried there by the Syrian army before 1967, when Syria controlled the area.

The Ministry of Defense is pursuing a campaign to clear the Golan of landmines. The campaign began in August and is expected to last three years and clear thousands of mines. The land cleared will be transferred to the jurisdiction of the Golan Regional Council and to the town of Majdal Shams (Druze) to be used for agriculture, tourism or other civilian uses.

Hanukkah Tonight
The holiday of Hanukkah begins tonight and lasts for eight days, commemorating the miraculous burning of one day’s supply of oil for eight days in the menorah in the Holy Temple rededicated by the Maccabees and the Jewish nation. The holiday also commemorates the victory of the Jewish people over the Hellenists, who tried to eradicate the Jewish religion. It was the first time a nation rose up in arms in the defense of freedom of religion. The lights of Hanukkah remind us to cherish our faith and freedom, and resist those that try to deprive us of them. May we all continue to enjoy the freedom represented by our Hanukkah lights and share the light with the entire world.

We greatly appreciate your support, and wish that all of our readers would feel the same way.

Big Question
One of the primary purposes of our fundraising drive is to determine whether you view IsraelAM as a valuable resource or just another email cluttering your inbox that you could do without. Publishing IsraelAM is extremely labor intensive and requires a huge commitment (as you can imagine). Continuing to do so only makes sense if we’re making a real impact. And we’re turning to you to either give us the push to continue or tell us it’s just not worth our effort.

Many of you have already shown us incredible encouragement and support by making donations, and we thank you for doing so. The overwhelming majority of you haven’t yet, which is also a message that we take seriously.

We’ve decided to continue our fundraising drive until the end of Hanukkah and then evaluate whether there’s enough interest in IsraelAM to make sense for us to keep publishing it.

If your feedback indicates that we should discontinue IsraelAM, all donations received during this fundraising drive will be returned.

The amount of your donation is less important to us than the message that it sends us. Even a $12 donation, which would mean the daily email is worth $1 a month, would send a positive message of support and encouragement to continue.

Terror in Jerusalem
A 46-year-old security guard, Asher Elmaliach, was stabbed in his heart and seriously wounded by a terrorist Sunday afternoon on Jerusalem’s Jaffa Street, near the city’s central bus station. Police said the terrorist arrived at the central bus station’s main entrance, pulled out a knife and stabbed the security guard before fleeing. A local citizen and a police officer standing nearby chased the terrorist down and subdued him.

The terrorist was later identified as Yassin Abu al-Qaraa, a 24-year-old resident of Nablus. On Saturday, at 10:56 pm, the terrorist wrote on Facebook: “For Allah, we must boost Jerusalem’s status, restore religion’s glory and sanctify al-Aqsa, and the blood will flow from us.”

Miriam Eini, the girl’s mother and resident of the Ibei HaNahal settlement, told Ynet, “We were driving from home to Jerusalem when suddenly stones began raining down on us. IDF Destroys Tunnel
The IDF uncovered and destroyed a Hamas terror tunnel near the Gaza Strip border. According to military sources, it was dug in recent months from the Khan Younis area to agricultural lands located more than 1 kilometer away from Israeli communities in the Eshkol Regional Council.

The IDF had been following the tunnel’s progress for several weeks now, even before it crossed into Israeli territory. The IDF stressed that at no point did the tunnel pose a threat to the Gaza vicinity residents.

An IDF spokesperson added that “Hamas sees this tunnel as highly important and invested many resources in it. We believe that in light of the way we neutralized the tunnel, there will be no change in routine like in the Gaza vicinity, but we will remain alert. The tunnels will turn into a death trap for those who dig them and for those who send the diggers.”

In a statement issued Sunday morning, Hamas warned that, “the enemy will pay for the aggression and crimes against our people. The enemy must be afraid and know that it will pay the price of breaking the rules of the conflict with the Gaza resistance. The coming days will make it clear to the enemy how wrong it was in estimating the resistance’s willpower…”

Hamas claims that 2 of its members were killed in the tunnel destruction.

US recognizes Jerusalem

Israel News for 12-7-17

US Recognizes Jerusalem
Yesterday, President Trump announced that the US recognizes Jerusalem as the capital of Israel and that he has instructed the State Department to begin the process of moving the US embassy there.

Trump based his decision on several factors:

1. The law passed by Congress in 1995, by an overwhelming bipartisan majority, called the Jerusalem Embassy Act, which directed the federal government to recognize Jerusalem as the capital and to move the embassy there. The law was reaffirmed by a unanimous vote of the Senate six months ago. (Since that law, each President has signed a waiver every 6 months to override it.) Trump said, “While previous presidents have made this a major campaign promise, they failed to deliver. Today, I am delivering.”

2. The fact that not recognizing Jerusalem as Israel’s capital has not helped bring peace. Therefore, “It would be folly to assume that repeating the exact same formula would now produce a different or better result.”

3. The US is simply recognizing the reality of the situation — that Israel is the functioning capital of Israel. He said, “But today, we finally acknowledge the obvious: that Jerusalem is Israel’s capital. This is nothing more, or less, than a recognition of reality. It is also the right thing to do. It’s something that has to be done.”

4. “Israel is a sovereign nation with the right like every other sovereign nation to determine its own capital. Acknowledging this as a fact is a necessary condition for achieving peace.”

Trump reiterated that the US is committed “to helping facilitate a peace agreement that is acceptable to both sides. I intend to do everything in my power to help forge such an agreement.”

He said that, “The United States would support a two-state solution if agreed to by both sides.” [Which means the US will NOT impose a two-state solution on Israel. As he said in the past, he’s open to whatever the parties decide — one state or two states.]

While recognizing Jerusalem as the capital, Trump also pointed out, “We are not taking a position of any final status issues, including the specific boundaries of the Israeli sovereignty in Jerusalem, or the resolution of contested borders. Those questions are up to the parties involved.” [How this will effect Israeli construction in predominantly Palestinian areas of East Jerusalem isn’t clear yet, but Israel will most likely take it as a green light to continue.]

Trump said, “This sacred city should call forth the best in humanity, lifting our sights to what it is possible; not pulling us back and down to the old fights that have become so totally predictable. Peace is never beyond the grasp of those willing to reach. So today, we call for calm, for moderation, and for the voices of tolerance to prevail over the purveyors of hate. Our children should inherit our love, not our conflicts.”

He concluded with a call for peace, saying, “So today, let us rededicate ourselves to a path of mutual understanding and respect. Let us rethink old assumptions and open our hearts and minds to possible and possibilities. And finally, I ask the leaders of the region—political and religious; Israeli and Palestinian; Jewish and Christian and Muslim—to join us in the noble quest for lasting peace.”

Trump also announced that Vice President Pence will travel to the Middle East to meet with leaders and reaffirm the US commitment to the region.

The moving of the US embassy to Jerusalem is expected to take several years.

To read Trump’s entire speech click here.

Evangelical Push
One of the main factors that contributed to Trump’s decision to recognize Jerusalem and move the US embassy there was intense pressure from US Evangelical Christians.

Activists’ efforts included an email campaign launched by the group My Faith Votes. The group is chaired by Mike Huckabee, the former Republican presidential candidate and father of Sarah Huckabee Sanders, the White House press secretary. The group posted a form on its website and urged people to contact the White House to press for recognition of Jerusalem as the capital.

Another evangelical group, American Christian Leaders for Israel, which includes conservative activists Gary Bauer and Penny Nance, sent a letter to Trump warning that time was of the essence in moving the embassy.

“The faith community has talked to the administration for months and months about the need to recognize Jerusalem as the capital of Israel,” said Robert Jeffress, pastor at First Baptist Church in Dallas and an evangelical adviser to Trump. ”But the fact is, we didn’t have to do any convincing of this administration. This was a campaign promise that President Trump was happy to keep because he feels that way.”

More to Come
Following the US recognition of Jerusalem, PM Netanyahu said today, “I would like to announce that we are already in contact with other countries which will issue a similar recognition. I have no doubt that the moment the American Embassy moves to Jerusalem, and even before then, there will be a movement of many embassies to Jerusalem. The time has come.”

Netanyahu added, “President Trump has immortalized himself in the chronicles of our capital. His name will now be held aloft, alongside other names connected to the glorious history of Jerusalem and of our people.”

Israel’s Ministry of Foreign Affairs and Israel’s embassies abroad have already began putting out feelers to see if other nations were willing to follow suit and recognize Jerusalem as Israel’s capital and move their embassies there.

Arab Reaction
Reacting to Trump’s speech, Palestinian Authority President Abbas said, “Trump’s decision will not change the reality in the city of Jerusalem. This is a Palestinian, Arab, Islamic city and it is the capital of the Arab Palestine.” He said, “With this announcement, the American administration has chosen to violate all international and bilateral agreements and resolutions and it has chosen to violate international consensus.” Other Palestinian leaders echoed his sentiments.

Hamas called for rage, violence … all the usual stuff you’ve come to expect from a terror group.

Hundreds of Palestinians protested at the Damascus Gate in Jerusalem, carrying Palestinian flags. Among other things, protesters called out “We will sacrifice our lives for al-Aqsa.” In the West Bank, thousands of Palestinians protested in several different cities, including Jenin, Hebron, Bethlehem and Ramallah. Protests also took place in Gaza.

Jordan’s Foreign Minister said, “Jordan rejects the decision and all its implications and will continue to work for an independent Palestinian state with East Jerusalem as its capital.”

Egypt, Turkey, Saudi Arabia, Qatar, Tunisia, Indonesia, Malaysia, Lebanon, Syria — all strongly condemned the US move.

The UN Security Council will meet on Friday to discuss.

The US State Department has asked Israel to “restrain” its response to the Jerusalem recognition.

Jerusalem Speech
At the time of this writing we are all waiting to hear what US President Trump will say regarding Jerusalem in his speech later today. White House press secretary Sarah Huckabee Sanders yesterday declined to provide any clues.

A spokesman for Palestinian Authority President Mahmoud Abbas said Tuesday that President Trump informed him in a telephone conversation that he intends to move the US Embassy in Tel Aviv to Jerusalem. Abbas “warned of the dangerous consequences such a decision would have to the peace process and to the peace, security and stability of the region and of the world.”

The White House spokesperson said that Trump also had telephone conversations with PM Netanyahu and King Abdullah of Jordan regarding the embassy move. King Abdullah then called Abbas to stress, “his full support with his Palestinian brothers in respect to their historic rights inherent in Jerusalem and of the need to work together to face the consequences of Trump’s decision and halt whatever will harm the hopes of the Palestinian people to build a state with East Jerusalem as its capital.”

King Muhammad VI of Morocco sent Trump a memo in the name of 57 Arab and Muslim nations expressing concern and disapproval of the expected move. The European Union, Saudi Arabia, Turkey, and the Arab League have all warned that any such move would have repercussions across the region.

Trump is expected to announce the recognition of Jerusalem as Israel’s capital and his intention to move the US embassy there, but that the process of moving would take several years. In the meantime he is expected to sign the waiver allowing the embassy to remain in Tel Aviv for the time being.

Israel’s security forces are on high alert against the threat of wide spread violence in the wake of Trumps announcement.

Taylor Act
The US House of Representatives, in a bipartisan vote, overwhelmingly passed the Taylor Act. The bill states that US financial aid to the Palestinian Authority will only be made available if the State Department certifies the Palestinians are serious about ending “acts of violence against Israeli citizens and United States citizens that are perpetrated or materially assisted by individuals under their jurisdictional control.” The PA is also required to revoke any laws or regulations authorizing the payments to terrorists or their families and must publicly condemn the acts of violence.

The bill is named for Taylor Force, an MBA student at Vanderbilt University in Tennessee and a West Point graduate who was visiting Israel in March 2016 when he was stabbed to death by a Palestinian terrorist.

Mount of Olives
A new bus line that takes passengers directly to the Mount of Olives, where the oldest Jewish cemetery if located, launched this week. Hundreds of people have already used the new line to visit the cemetery.

Jerusalem Mayor Nir Barkat initiated the idea, working together with Transportation Minister Yisrael Katz (Likud) and the Jerusalem Cemetery Council. According to Barkat, “The Mount of Olives is a very important place, and it is critical that there be a bus line which goes there. I am sure that thanks to this new line, many more people will visit the Mount of Olives. I thank Transportation Minister Yisrael Katz for his help and support in advancing and approving this line.”

IDF Hits Syria
According to Al Mayadeen, a news outlet affiliated with Hezbollah, Israeli aircraft fired six missiles at a military scientific research center in the Jamraya area on the outskirts of Damascus late Monday night. Three of the missiles were reportedly intercepted by Syrian aerial defense missiles. The Syrian Observatory for Human Rights corroborated the report. No casualties were reported. The Jamraya area contains many military facilities as well as what is likely a chemical weapons production and storage site.

On Friday night, Arab media reported Israel had attacked an Iranian military base in the al-Kiswah area.

Embassy Move?
Anticipation is building as to whether President Trump will officially recognize Jerusalem as Israel’s capital and move the US embassy there. The White House said that announcement on the decision will be made “in coming days”. Senior US officials have said that Trump will probably sign a waiver postponing the embassy move for at least another 6 months. But they also said that Trump will most likely give a speech on Wednesday unilaterally recognizing Jerusalem as Israel’s capital.

The US administration has instructed its consulates and embassies in the Middle East to raise their alert level for fear of protests against American institutions. Israel’s security forces are preparing for possible violence by Palestinians and attacks by Hamas.

Turkish President Recep Tayyip Erdogan told his parliament that Turkey “could go as far as us cutting diplomatic ties with Israel.”

Yair Lapid, the head of the opposition Yesh Atid party, responded to Erdogan’s threat saying that all of the world’s embassies should be located in Jerusalem and that Israel cannot be threatened. Israeli government officials across the board echoed Lapid’s reaction.

The Arab League has warned the US against recognizing Jerusalem as Israel’s capital, calling such a move “naked aggression”. The Palestinian Authority warned that the move would destroy Washington’s role as mediator between Israelis and Palestinians and that the Palestinians would stop all contacts with the US.

Now we wait.

Modesty Signs
For almost three years, women in Beit Shemesh have been asking the municipality to remove “modesty signs” placed around the city by Haredi activists. The signs warn women not to walk on the street unless they are dressed in a way that reflects Haredi standards of modesty as relates to clothing. The municipality has not removed the signs even though a administrative court ruling in 2015 demanded the signs come down by July 2017, and fined the city NIS 10,000 for every day the signs remained up.

On Monday the Supreme Court issued an ultimatum to the Beit Shemesh municipality ordering the removal of modesty signs by Sunday, December 12th.

Clean Energy
Speaking at the Israel Energy and Business Convention, Minister of National Infrastructure, Energy, and Water Resources Dr. Yuval Steinitz said, “By 2030, Israel will no longer use any gasoline or coal.”

Citing statistics showing that 2,200 Israelis die of air pollution each year, Steinitz said, “Our new national task, now that the natural gas reservoirs and renewable energy are making it possible, is to wean Israel from polluting fuel. I intend to adopt the Dutch vision – by 2030, Israel will have no air pollution. This means using no polluting fuels – coal, fuel oil, and diesel fuel – in electricity production, transportation, and industry.”
